Amendment 0001 The purpose of this amendment 0001 is to (1) provide answers to questions and (2) revise Section C - Statement of Work (SOW). Attachment 3 - Answers to Questions is hereby attached hereto and incorporated herein. Attachment 1 - dated 12-27-2022 is hereby attached hereto, incorporated herein, and supersedes the previous version. Changes to Attachment 1 have been added as track changes. The quotation due date remains unchanged. Quotations are due by 4:00 p.m. ET on 1/6/2023. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM23Q0005. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. This requirement is issued under full and open competition. The associated NAICS code is 541380, “Testing Laboratories”. The small business size standard of this NAICS code is $16.5M. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents involving other modes of transportation – railroad, highway, marine and pipeline – and issuing safety recommendations aimed at preventing future accidents. The NTSB requires technical services to document the condition of the pipeline and the characterization of the pipeline material in support of an ongoing accident investigation. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 1 JOB, Pipe Documentation Services – Hazardous Liquids Release. Period of Performance: 60 DAYS. Review Attachment 1 – Sections B, C, L, and M which is attached hereto and incorporated herein for a detailed description of the requirement. Basis for Award The Government may award one (1) firm-fixed price contract to the responsible Contractor whose quotation that conforms to the combined synopsis/solicitation will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Review Attachment 1 - Sections B, C, L, and M for additional information. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Submission of Quotations Your quotation must be received no later than 4:00 p.m., Eastern Time (ET), on January 6, 2023. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
