The solicitation number for this requirement is 9531BM20Q0027. This solicitation is issued as a Request for Quotations (RFQ) in accordance with FAR 13.5 – Simplified Procedures for Certain Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. This requirement is issued under full and open competition. The associated NAICS code is 517911, "Telecommunications Resellers”. Description of Requirement The NTSB has a requirement for SpotX brand name Unlimited Monthly Service, including access to the MyGlobalstar Direct Management System, for 101 SpotX brand satellite messaging devices. The anticipated period of performance includes one (1) base year, plus four (4) one-year option periods. Base Year: September 24, 2020 - September 23, 2021 Option Year 1: September 24, 2021 - September 23, 2022 Option Year 2: September 24, 2022 - September 23, 2023 Option Year 3: September 24, 2023 - September 23, 2024 Option Year 4: September 24, 2024 - September 23, 2025 Instructions to Offerors Offerors are instructed to submit documentation that demonstrates they are an authorized reseller of SpotX brand name products. Quote submissions must meet the brand name items, descriptions and quantities. Offerors that submit partial supplies and/or services will not be considered for award. Basis for Award This RFQ will result in the award of one (1) fixed-price purchase order. All responsible sources may submit a quotation, which shall be considered by the NTSB. The Government may award one (1) firm fixed-price purchase order to the responsible offeror whose quotation is the lowest priced technically acceptable. Please see Section M – Basis of Award for a definition of Technical Acceptability. Submission of Quotes Your quote must be received no later than 5:00 p.m., Eastern Daylight Time (EDT), on Friday, August 31, 2020. LATE SUBMISSIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors - Commercial Items. Quotes may be transmitted via email to: Kate Campbell Email: kate.campbell@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date.
