The National Science Foundation (NSF) is issuing this Request for Information (RFI) to further engage with industry and to continue its efforts to capture industry feedback to improve planning for the follow-on Antarctic procurement contract, Antarctic Science and Engineering Support Contract (ASESC). The purpose of this RFI is to provide a draft statement of work for planning purposes and for purposes of inviting any and all industry feedback—notional scope that may or may not be subject to in-depth negotiations and tailoring during future stages of the contract formation process as may or may not be detailed in a forthcoming solicitation for the follow-on contract. This RFI also seeks additional industry feedback on the following two topics, which are prompted by the industry feedback and other information that NSF has gathered to date: 1. NSF is contemplating a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle with a range of task order types, including but not limited, to cost-plus or firm fixed price. The basic ordering period contemplated is 10 years. NSF plans to provide sample task orders for bidding purposes when the draft Request for Proposal is released. Please provide feedback related to the following: contract structure, task order type for task scope areas, period of performance sample task orders Does this draft SOW provide enough information to enable you to decide whether to submit an offer? 2. Please identify if you are a small business who can perform this effort as a Prime Contractor. Please provide feedback related to barriers that may prevent your small business from proposing as a prime contractor. NSF respectfully requests submission and receipt of all comments and inquiries by October 31, 2023, to Recompete.USAP@nsf.gov. NSF does not plan on responding to individual inquires, questions, or responses to the scope of agreement but reserves all rights to do so. NSF also reserves all rights to update this announcement with additional information throughout and after the response period. This RFI is being issued solely for informational and planning purposes. Further, this RFI does not constitute a procurement solicitation. This RFI does not commit NSF to contract for any supply or service nor wed NSF to any particular contract type or process. All costs associated with responding to this RFI will be solely at the interested party’s expense and any information provided under this RFI is purely voluntary. Not responding to this RFI does not preclude participation in any future competition. NSF expects to release any future solicitation regarding this matter at the Federal Point of Entry, www.sam.gov. It is the responsibility of interested parties to monitor this site for additional information pertaining to this anticipated competition.
