Sole source Sacramental Peak Observatory electrical power services
The National Science Foundation (NSF) is conducting market research to identify potential sources other than Otero County Electric Cooperative, Inc. for providing electrical utility services to the Sacramento Peak Observatory in Sunspot, New Mexico. The agency intends to award a sole-source contract to Otero Electric, as it is currently the only known provider capable of using the existing transmission and distribution infrastructure at the site. Uninterrupted electrical power is critical for maintaining the federally owned scientific facility, including its laboratories, security systems, and the Dunn Solar Telescope. Capability statements from interested parties must demonstrate technical ability to serve the site without substantial duplication of cost or delays, and include past performance and socioeconomic status. Responses are due by 12:00 PM Eastern Time on July 30, 2026, and the government will not reimburse any submission costs.
