This Pre-Solicitation Notice serves as notification to industry of the upcoming Request for Quotations (RFQ) package for program evaluation services of the NSF Regional Innovation Engines program (NSF Engines). NSF is seeking an external evaluation team to work closely with NSF program directors on assessing the impact of NSF Engines and the extent to which the program is achieving its intended goals. This comprehensive evaluation of the program will inform programmatic decisions, increase our understanding of how regional innovation ecosystems are created, and determine the overall success of the program. The anticipated solicitation number is 49100425Q0002 which will be published no sooner than 15 days after the date of this synopsis. The anticipated period of performance is a 12-month base period with four 12-month options. The anticipated place of performance is the Contractor’s place of work. Some meetings and events will take place at the NSF’s Headquarters (2415 Eisenhower Avenue, Alexandria, VA 22314).
