This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 88310323Q00025 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 12/30/2022 This acquisition is unrestricted. The NAICS code is 562111 Trash Collection Services or other similar NAICS codes. Wage Determination applies to this order and will be incorporated in the final order as WD 2015-5105 Rev 19 (12/27/2022) Attachment 1, Enclosure 4. Offerors must state in their quote their size standard for this procurement. All qualified responsible business sources may submit a quote which will be considered by the agency. CONTRACT LINE ITEM NUMBER(S): See Attachment 1 Enclosure 1, Schedule of Prices. REQUIREMENT: The purpose of this contract is to obtain an indefinite quantity fixed price per unit contract to procure annual trash removal services at the Federal Records Center facility at Lenexa, KS. The period of performance is for a base period of 12 months, May 1, 2023 to April 30, 2023 and (4) -12 month Option Periods. See Statement of Work Attachment 1, Enclosure 2. DATES/PLACE OF DELIVERY: The business address is located at the National Archives and Records Administration NARA - Federal Records Center, 17501 W 98th Street, Lenexa, KS 66219. FOB: Destination. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract, with the exception of FAR provisions which will be removed prior to issuance of the contract: FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017) – Note: Delete paragraph (h), Multiple Awards. See below for additional quotation submission instructions. EVALUATION (In lieu of FAR 52.212-2): Evaluation and award will be in accordance with Simplified Acquisition Procedures at FAR Subpart 13.106, Solicitation Competition, Evaluation of Quotations or Offers, Award and Documentation authorized by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. NARA intends to award a fixed price per unit (paid per tip up to the maximum quantity) contract Lowest Price Technically Acceptable quotation based on the total contract ceiling price. Therefore, award will be made to the responsible Contractor whose quotation, conforming to the RFQ, represents the Lowest Price Technically Acceptable quotation. The firm-fixed unit prices must include the fully burdened cost for services required by this contract. See Attachment, Enclosure 1 - Schedule of Prices. The contractor agrees to hold the prices in its quotation firm for 90 calendar days from the date specified for receipt of quotations. Exceptions taken to any terms and conditions stated in the RFQ must be clearly outlined on a separate page of the Contractor’s quotation entitled “Exceptions”. The Contractor must also include complete rationale, justification, and the cost impact of each exception noted. The Government reserves the right to make an award on the initial quotation without discussions. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Jan 2017) - The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. RFQ CLOSE DATE: Quotations should be received by 4:00 PM CT on February 13, 2023. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security (SPAM filters). Vendors are responsible to get email confirmation quotes are received. QUOTATION SUBMISSION INSTRUCTIONS: NARA requests that contractors email one (1) copy of the quotation to: kevin.schumacher@nara.gov. QUOTATION REQUIREMENTS. Failure to comply with these requirements will render the vendor’s quotation as incomplete and may eliminate it from further consideration. Quotations must include the solicitation number, payment terms. Past Performance will be evaluated as part of the technical evaluation. Vendors shall submit 3 references for similar work (See FAR 52.212-1(b)(10). Provide pricing per the Attachment 1 - Enclosure 1. The contractor must have a Unique Entity ID and be registered in the System for Awards Management (SAM) at quote submission date to be eligible for award.
