This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 88310322Q00011 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07 effective September 10, 2021. This requirement is 100% set aside for small business under NAICS 322211, Corrugated and Solid Fiber Box Manufacturing. CONTRACT LINE ITEM NUMBER(S): See Attachment 1, to Combined Synopsis/Solicitation. REQUIREMENT: The National Archives and Records Administration (NARA) has a requirement to obtain Manufacture of box, cube without flaps, lock bottom, size 14 3/4” L x 12” W x 10” H shall be stapled – Total Quantity of 44,000 boxes with two specified delivery dates of 22,000 boxes each. DATES/PLACE OF DELIVERY: Delivery will occur at NPRC 1 Archives Drive, St Louis, MO 63138. First quantity delivery 30 days after award. Second quantity delivery 4 months after award. FOB: Destination. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract, with the exception of FAR provisions which will be removed prior to issuance of the contract: FAR 52.212-1, Instructions to Offerors - Commercial Items (Sep 2021) – Note: Delete paragraph (h), Multiple Awards. See below for additional quotation submission instructions. EVALUATION (In lieu of FAR 52.212-2): Evaluation and award will be in accordance with Simplified Acquisition Procedures at FAR Subpart 13.106, Solicitation Competition, Evaluation of Quotations or Offers, Award and Documentation authorized by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. NARA intends to award a fixed price purchase order based on Lowest Price Technically Acceptable quotation for the total contract price. Therefore, award will be made to the responsible Contractor whose quotation, conforming to the RFQ, represents the Lowest Price Technically Acceptable quotation. Vendors shall quote fixed price for each delivery quantity and no subsequent price adjustment will be allowed. . See Attachment 1 – Part IV, Quotation Submission Form. The firm-fixed unit prices must include the fully burdened cost for delivering the supplies required by this contract. See Attachment 1 – Part I, Schedule of Prices. The contractor agrees to hold the prices in its quotation firm for 30 days from the date specified for receipt of quotations. Exceptions taken to any terms and conditions stated in the RFQ must be clearly outlined on a separate page of the Contractor’s quotation entitled “Exceptions”. The Contractor must also include complete rationale, justification, and the cost impact of each exception noted. The Government reserves the right to make an award on the initial quotation without discussions. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Feb 2021) - The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. Only vendors who are current in SAM and have a valid DUNS number at quote submission date will be eligible for award. NARA requires the Contractor to provide a pre-award sample prior to the award of the contract. The sample will be verified for conformance with the specification before award. RFQ CLOSE DATE: Quotations shall be received by 12:01 AM CDT on November 12, 2021. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the email will need to pass through IT security.
