This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number is 88310320Q00085 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-07 effective July 2, 2020 applies. This requirement is unrestricted. The NAICS Code is 561990 All Other Support Services ($12 million). CONTRACT LINE ITEM NUMBER(S): See Attachment 1, Schedule of Prices. REQUIREMENT: The National Archives and Records Administration (NARA) has a requirement for off-site commercial secure document destruction for Federal Records Center Denver, CO. Transportation may be (1) NARA provided direct shipped to the Contractor’s location or (2) Contractor provided (but contractor provided must be no cost to NARA). See Attachment 2, PERFORMANCE WORK STATEMENT (PWS) SECURE DOCUMENT DESTRUCTION – FEDERAL RECORDS CENTER DENVER, CO. DATES/PLACE OF DELIVERY: This solicitation provides for two methods for transportation to the vendor processing facility. 1) Vendor shall pick up materials at National Archives & Records Administration, Federal Records Center, Denver, CO, 17101 Huron Street, Broomfield, CO 80023– FOB: Origin. or 2) NARA provides for delivery of materials to Contractor disposal location (shall be a single Contractor location as specified in the award) FOB: Destination. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract, with the exception of FAR provisions which will be removed prior to issuance of the contract: FAR 52.212-1, Instructions to Offerors - Commercial Items (Oct 2018) – Note: Delete paragraph (h), Multiple Awards. See below for additional quotation submission instructions. EVALUATION (In lieu of FAR 52.212-2): Evaluation and award will be in accordance with Simplified Acquisition Procedures at FAR Subpart 13.106, Solicitation Competition, Evaluation of Quotations or Offers, Award and Documentation authorized by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. NARA intends to award an Indefinite Delivery / Indefinite Quantity (IDIQ) contract based on its assessment of best value to the Government using trade-offs. Selection will be determined by the best value quotation. All evaluation factors other than price, when combined, are more important than price. Selection of the firm to perform this task order will be based on NARA’s assessment of the best overall value to the Government. The technical factor Technical Understanding and Approach is of greater importance than Relevant Past Performance. All evaluation factors other than price, when combined, are more important than price. For best value, price is the lowest Total Net Expense (Revenue* less NARA shipping expenses = Total Net Expense) to the Government (base and four option years). *Revenue to the government is computed as (highest percentage paid of Official Board Markets high quote price for mixed paper – Chicago). Currently NARA may ship (at NARA expense) from FRC Denver to its FRC Dayton location and then dispose of the secure documents under the disposal contract for FRC Dayton. If this disposal method (FRC Dayton contract) is the lowest Total Net Expenses (= Cost of NARA provided transportation less revenue received) NARA may elect to not award a contract and use the existing disposal method. See Attachment 1, Schedule of Prices; Attachment 2, Performance Work Statement; Attachment 6, Quotation Submission Instructions; Attachment 7, Vendor Quote Submission Form; Attachment 8 Key Personnel Resume; Attachment 9, Evaluation Factors for Award; and Attachment 10, Relevant Past Performance Questionnaire. The prices must include the fully burdened cost for the services required by this contract. See Attachment 1, Schedule of Prices. The contractor agrees to hold the prices in its quotation firm for 150 calendar days from the date specified for receipt of quotations. Exceptions taken to any terms and conditions stated in the RFQ must be clearly outlined on a separate page of the Contractor’s quotation entitled “Exceptions”. The Contractor must also include complete rationale, justification, and the cost impact of each exception noted. The Government reserves the right to make an award on the initial quotation without discussions. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Oct 2018) - The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. Only vendors who are current in SAM and have a valid DUNS number at quote submission date will be eligible for award. NARA reserves the right to inspect the Contractor’s (and subcontractor’s) facilities prior to the award of the contract and at any time during the term of the contract. This inspection may include its receiving, storage, disposal, and shipping areas. Wage Determination No.: 2015-5419 Revision 14, dated 07/08/2020 applies to this requirement (Attachment 3). RFQ CLOSE DATE: Quotations are due by 4:00 PM CT on August 12, 2020. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and shall obtain confirmed receipt from the contracting officer of its quotation as the e-mail will need to pass through IT security.
