This notice has been updated to attach the associated JOFOC for this requirement, in accordance with FAR 6.305, Availability of the Justification. National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.6, Office for Earth Science, intends to issue a sole-source award to the University of Wisconsin in Madison, located in Madison, Wisconsin to process and reprocess science data products from the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument from the Suomi National Polar-orbiting Partnership (SNPP) and Joint Polar Satellite System (JPSS) series of satellites and the delivery of standard and near real time Atmosphere data products. This action is in accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". However, any organization who believes they can perform these activities without any detrimental impact to the program mission should fully identify their interest and capabilities within 15 days after publication of this synopsis. Descriptions The Earth Observing System (EOS) Data and Information System (EOSDIS) is a major core capability within NASA’s Earth Science Data Systems Program. EOSDIS ingests, processes, archives and distributes data from a large number of Earth observing satellites. One of a set of processing facilities known as Science Investigator-led Processing Systems (SIPS) located across the United States, the Atmosphere SIPS serves to provide data products from the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument on the SNPP and the JPSS series of missions (e.g. JPSS-1, JPSS-2). In the performance of this contract, the Atmosphere SIPS contractor is required to coordinate and integrate task related activities with the Earth Science Data and Information System (ESDIS) Project at GSFC for the EOSDIS. As experts in the science instrument, the contractor will receive, process, distribute, document, and provide services for the SNPP and JPSS VIIRS instruments under the direction of the Atmosphere Science Team and the Principal Investigator (PI). The VIIRS Atmosphere SIPS contractor will be responsible for processing SNPP and JPSS VIIRS Level 2 and 3 Atmosphere Products and related products. In general, the atmosphere products will include but are not limited to products such as Cloud Mask, Cloud Effective Particle Size, Cloud Top Height, Cloud Top Pressure, Cloud Top Temperature, Cloud Optical Thickness, Aerosol Optical Thickness, Aerosol Particle Size, Water Vapor, and Cirrus Reflectance. The Atmosphere SIPS contractor will be responsible for producing, and supporting the PI in quality assessment of VIIRS Level 2 and global gridded Level 3 atmosphere products using the scientific algorithm software from the VIIRS Science Team. The Atmosphere SIPS contractor will deliver all data products and documentation to the EOSDIS as directed by the ESDIS Project. In addition, the contractor will make all VIIRS atmosphere products available to the VIIRS Atmosphere Science Team. The University of Wisconsin in Madison, possesses the knowledge and developed expertise to provide and develop operational global cloud mask, atmospheric profiles, cloud properties and destriping algorithms and associated software. The University of Wisconsin in Madison uses innovative and highly-specialized techniques to process the large datasets produced by the SNPP and JPSS Visible Infrared Imaging Radiometer Suite (VIIRS) instruments. The University of Wisconsin in Madison is uniquely able to ensure that the algorithms are correctly tested and verified prior to large-scale data production and is able to handle the almost 1.5 terabyte per day workload required for atmosphere data production. This announcement constitutes the notice required by FAR 5.201. All questions and responses concerning this notice shall be emailed to Michael Levy at michael.w.levy@nasa.gov.
