The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) anticipates entering into a no-cost agreement where the selected vendor will provide non-occupational medical services to civil servants and contractors at multiple GSFC locations (stated below). The selected vendor will be solely responsible for the collection and management of all fees for medical services, which must include processing employee insurance coverage or any other accepted payment options. The requirements include, but are not limited to, the following functions: PROVIDE WELLNESS EVALUATIONS AND CARE a. Examples: physical examinations, injections (vaccines, allergy treatment, vitamins, etc.), electrocardiograms, and medical counseling (as needed). b. Note: wellness evaluations may be based on requirements from individual employee health insurance coverage. 2. PROVIDE ANCILLIARY SERVICES a. Examples: laboratory tests, x-rays, and other health improvement services. 3. ACCEPTANCE OF PATIENT INSURANCE FOR NON-OCCUPATIONAL MEDICAL SERVICES 4. ACCEPT WALK-INS AND URGENT CARE The requirement includes the following GSFC locations: GODDARD SPACE FLIGHT CENTER (GSFC), GREENBELT, MD Utilization of existing health unit facility. 2,900 civil servants 5,500 contractors WALLOPS FLIGHT FACILITY (WFF), WALLOPS ISLAND, VA Utilization of existing health unit facility. 300 civil servants 900 contractors Note: The civil servant and contractor quantities are estimates only, and NASA does not guarantee the number of civil servants or contractors that would utilize the selected vendor’s onsite, non-occupational medical care services. The following is the amount of non-mandatory health maintenance examinations each center had per fiscal year: GODDARD SPACE FLIGHT CENTER (GSFC), GREENBELT, MD FY19: 481 FY18: 304 FY17: 329 WALLOPS FLIGHT FACILITY (WFF), WALLOPS ISLAND, VA FY19: 69 FY18: 106 FY17: 107 The following are the amenities of the GSFC Health Unit: 3 examination rooms 2 are dedicated to onsite Medical Director and Nurse Practitioner 1 available as needed Each room has one attached bathroom 1 emergency examination room 1 EKG room 1 hearing booth room 1 laboratory 2 standalone bathrooms 1 break room 1 nurse station/triage area 3 offices for Medical Director, Nurse Practitioner, and Nurse Coordinator 1 conference room 1 front desk and waiting area Note: Not all of the above amenities will be part of the no-cost agreement. The space provided will be discussed during the site visit. Interested parties are invited to submit a capability statement demonstrating their ability to provide services to all of the locations listed above. Furthermore, interested parties are invited to attend a site visit at the Greenbelt campus on Thursday December 12, 2019. The site visit will provide the opportunity to ask questions and a tour of the health unit. Potential vendors can gather additional information on non-occupational medical services during the site visit. Please note that this document is a Request for Information (RFI) for planning purposes only to allow the industry an opportunity to submit responses which describe their relevant capabilities for the stated requirements; this RFI does not commit the Government to enter a contractual or any other form of agreement, nor will the Government pay for information solicited. Your response will be treated as information only. It shall not be used as a proposal. While it is not NASA’s intent to publicly disclose any proprietary information obtained from this RFI, respondents should make their best efforts to limit the inclusion of proprietary information in their responses. And information expressly identified or marked by a respondent as “Proprietary” or “Confidential” will be kept confidential to the full extent possible pursuant to the Trade Secrets Act (18 U.S.C. § 1905), Freedom of Information Act (5 U.S.C 552 et seq.), and other applicable federal laws and regulations. Interested parties are asked to submit a capability statement no later than Monday December 9, 2019 at noon EST (UTC-5:00) which demonstrates the ability to provide services to all locations. Furthermore, interested parties are invited to a site visit at the following location on Thursday December 12, 2019 at 10:00 AM EST (UTC-5:00): NASA GODDARD SPACE FLIGHT CENTER 8800 GREENBELT ROAD BUILDING 97 GREENBELT, MD 20771 All responses shall be submitted to the below POCs via email no later than Monday December 9, 2019 at noon EST (UTC-5:00) and shall include: the company name, company POCs, POC phone numbers, POC email addresses, and a capability statement of 10 pages or fewer.
