NASA’s Goddard Space Flight Center is gathering market intelligence from qualified vendors for a potential follow-on mission operations support contract (GSMO-4) covering a broad portfolio of NASA science and Earth science missions. The scope includes end-to-end mission operations such as ground systems engineering, launch and early-orbit support, flight operations and dynamics, sustaining engineering, mission data collection/distribution, systems administration, IT security, cloud infrastructure management, cybersecurity monitoring, DevSecOps automation, and collision avoidance/conjunction assessment. The government is evaluating a transition from Cost-Plus-Award-Fee to Firm-Fixed-Price, in whole or in part, and seeks industry feedback on feasibility, risks, suitable scope, necessary assumptions/data, incentives, and contract structure. It is also exploring catalog-style FFP pricing by mission risk class (e.g., Class B, C, D) and a Core-plus-IDIQ structure for stable flagship missions versus other missions/development. Responses may use government-furnished operations resources, with vendors asked to include GSMO implementation costs and cost differences/savings compared to providing all ground resources.
