National Aeronautics and Space Administration (NASA)/Johnson Space Center (JSC) has a requirement for cold stowage powered lockers that provide a controlled temperature environment for science samples on the International Space Station (ISS). The objective of the Task Order (TO) is to provide flight ready hardware that supports the ISS Program’s Utilization requirements. Critical services required include; sustaining of the current set of flight and ground hardware (Polar, Glacier, Iceberg, Cryo-Chiller, and Glovebox Freezers), support of real time operations aboard ISS, and performing flight integration and verification per the flight and manifest plans identified by the ISS Program through ISS end of life. NASA/JSC intends to issue a sole source task order under the Research, Engineering, & Mission Integration Services 2 (REMIS2) Multi-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) to the University of Alabama at Birmingham (UAB) under the authority of FAR 16.505(b)(2)(i)(B). The University of Alabama has been under contract with NASA since 2021 as the developer and sustainer of the ISS Cold Stowage hardware. There is an extensive amount of unique hardware that UAB developed and has been the only vendor to successfully provide cold stowage services to the ISS. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Veronica Wedemeyer at veronica.wedemeyer@nasa.gov not later than 5:00 P.M. Central Daylight Time on April 4, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
