NASA/GSFC has a requirement for a Toxic Gas Monitoring System (TGMS). The TGMS is to detect toxic gas leaks, activate warning, and alarm systems throughout the facility and to initiate signals for remote monitoring of individual alarms and conditions. The System shall monitor the following hazardous gases, and detection levels using chemically reactive tapes for physical evidence of possible gas leaks, at the levels listed below: Chlorine 1 TLV 0.1 ppm ½ TLV 0.05ppm Silane 1 TLV 5 ppm ½ TLV 2.5 ppm Ammonia 1 TLV 25ppm ½ TV 12.5ppm Hydrochloric acid (HCL) 1 Ceiling 2ppm ½ Ceiling 1ppm Hydrofluoric acid (HF) 1 TLV 0.5ppm ½ TLV 0.25ppm Hydrogen LEL 4% The system will be installed in B30-Room L-017 and should be connected to the existing UPS system, that has the capability of providing power back for 6 hours, and the building life safety systems. The System shall be connected to the existing Matrix box located in B30 room L-017; where external outputs and field inputs are presently located. The Toxic Gas Management System shall monitor the gases listed above and shall include three (3) points for chlorine, four (4) points for Silane, four (4) points for Ammonia, three (3) points for HCL, five (5) points for HF, four (4) points for Hydrogen and one common post scrubber point for all gases except Hydrogen. In addition, the system shall be capable of expansion to monitor 64 points for future use. The Toxic Gas Monitoring System shall integrate the toxic gas detection using software for visualization through a computer base system and a Programmable Logic Controller (PLC) system to show the status of the system, the gas concentrations, and the location of each gas leak when it occurs. In addition, the system shall also show warning for faults conditions within the entire system. A computer-based system will run the visualization software to show status of all gas points, external inputs including gas concentrations, alarm and warning levels and fault conditions to include safety features such as Toxic Exhaust System status, Original Equipment Manufacturer (OEM), Gas Reactor Column, data collection, data logging, historical data, and storage. Using NEW equipment only, with no refurbished parts, the system shall be tested, verified and deemed capable of receiving relay signals from the facilities systems, such as Fire Alarm, Toxic Exhaust system, heating ventilation air conditioning systems, and process tools EMOs. These external signals shall be integrated into the system and to be programmed into the PLC system to shut down the gas sources in case of activation or system fault. The TGMS shall be integrated into the existing Building 30 life safety system, by providing one dry contact output for each alarm level of each point monitored, and to send the alarm and warning level signals to two different locations. These signals shall be dry contact relays. NASA/GSFC intends to issue a sole source contract to acquire the system from Honeywell Analytics Inc. In accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Chauncey Pendleton at chauncey.l.pendleton@nasa.gov not later than 5pm EST on August 19, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
