NASA/GSFC has a requirement for multidiscipline engineering support services and related services to the Applied Engineering and Technology Directorate (AETD) as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to issue a sole source contract to acquire the services from Science Applications International Corporation (SAIC). NASA/GSFC intends to extend the current contracts effective ordering period by an additional three (3) months with two, three (3) month option periods. The extension will allow for continued performance and continuation of mission critical services under the OMES II contract through November 30, 2023 for the three (3) month base period and May 31, 2024 if both three (3) month option periods are exercised, by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Fixed-Fee (CFPP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG17CR69C. The rationale supporting this sole source award to SAIC is in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jonnelle Goff, Jonnelle.C.Goff@nasa.gov not later than 5 PM EST on August 3, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
