This justification provides the rationale for contracting by other than full and open competition in order for the Agency to extend the period of performance (PoP) and increase the total maximum value (ceiling) on the Enterprise Applications Service Technologies (EAST) 2 contract, NNX16MB01C. Specifically, this proposed action will increase the EAST 2 contract ceiling by $150 Million (M), award a 12-month contract extension through June 30, 2024, and include pricing for FAR Clause 52.217-8 (Option to Extend Services) as an option to extend the contract (PoP) for an additional six months. To accomplish these actions, the ITPO anticipates awarding a sole source contract modification to the EAST 2 prime contractor, Science Applications International Corporation (SAIC).
