APRIL 20, 2021 UPDATE In response to the strategy feedback collected from the March 11, 2021, sources sought notice, the Government will provide respondents an opportunity to meet with the COMET Requirements Development Team (RDT) to address information requiring further explanation. This notice advises respondents that one-on-one meetings will be scheduled April 22-30, 2021. The purpose of these one-on-one meetings is to provide an opportunity for respondents to elaborate on their previously submitted comments and recommendations regarding Section 4, Strategy Feedback, of the notice, and to enhance the Government’s understanding of industry feedback and capabilities. COMET SOURCES SOUGHT NOTICE SECTON 1: Introduction The National Aeronautics and Space Administration (NASA) is issuing a sources sought notice to research market based approaches to operations and engineering services at John F. Kennedy Space Center (KSC). NASA KSC is seeking efficient and effective services for managing KSC launch infrastructure and providing ground processing for NASA Programs from potential sources capable of providing services related to operation, maintenance and processing of complex launch-related ground systems that require skilled engineering and integrated management under a contemplated Consolidated Operations, Management, Engineering, and Test (COMET) contract. NASA KSC is interested in cost efficiencies for operations and engineering services and increased contractor accountability, while leveraging commercial-based practices and extending opportunities for creating efficiencies within existing Exploration Systems Development (ESD) programs and across multiple programs at KSC associated with launch operations and services. As part of the effort, NASA is seeking feedback from industry on its ability to provide flexible services including engineering; ground system development; flight vehicle/spacecraft processing; and launch, landing, and recovery operations for the following ESD programs: Exploration Ground Systems, Space Launch System, and Orion Programs. This contract is contemplated to provide services to other NASA programs, commercial ventures, and partnerships at KSC. NASA KSC is seeking capability statements from all interested parties, including any proposed partnerships or other teaming arrangements, that can meet the mission described above in a highly effective and efficient manner. Consideration will also include participation of socioeconomic categories of small businesses and historically black colleges and universities (HBCU)/minority institutions (MI), for the purpose of determining the appropriate level of competition or small business subcontracting goals for the COMET contract. The Government reserves the right to consider a small, 8(a), women-owned, veteran-owned, service-disabled veteran-owned, economically disadvantaged women-owned or HUBZone small business set-aside based on responses received. SECTION 2: COMET Requirements The COMET contract will succeed KSC’s Test and Operations Support Contract, or TOSC; however, complete requirements under the performance work statement are to be defined. Requirements contemplated include but are not limited to the following, which are based on the best information available at the time of publication and is subject to revision: Manage and integrate across all services Operate and maintain ground systems required for flight vehicle processing, such as: Mobile Launcher containing swing arms with umbilicals Servicing commodities for flight (e.g., hypergolic fuels, high-pressure gasses, NH3, LH2, LO2) Environmental control/conditioning systems Hydraulic systems Power, instrumentation and various checkout systems Suite of cranes, transporters and other heavy equipment used to lift and move flight hardware components and transport a fully assembled launch vehicle to the launch pad Provide engineering, development, test and sustainment of ground systems Provide command and control systems used to monitor, communicate and control the launch vehicle and interfacing ground systems (e.g., software development and maintenance to support launch facilities, processing and launch operations) Perform offline processing of launch vehicle elements, spacecraft and cargo/payloads to include element level tests, configuring systems and servicing commodities for flight Assemble and integrate the various flight elements to achieve the Artemis launch vehicle configured for flight Perform integrated launch vehicle testing to include interface verification, configuring systems for launch, pre-launch system test/validation and Artemis mission launch countdown execution Provide offshore recovery operations to retrieve crew module for Artemis missions Provide ancillary services that enable other processing activities such as moving, lifting, handling and purges Operate and maintain an animal care program in support of ground research and flight payloads SECTION 3: CAPABILITY SUBMISSION INFORMATION Interested firms possessing capabilities relevant to COMET requirements as described herein should submit a capability statement of no more than 10 pages, no greater than 3MB, indicating the ability to perform all aspects of the effort. A page is defined as one side of a sheet, 8 1/2" x 11", with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages. Responses must be submitted electronically in portable document format (PDF), with searchable text. The capability statement must include: (1) Company’s name, address, and a point of contact, (name, e-mail address, and address) (2) Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) code (3) Number of years in business (4) Annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used (5) Company’s size and socioeconomic status under NAICS 541715 (6) Ownership, affiliate information (as applicable) including: parent company and joint venture partners (7) Interest as a prime or subcontractor (8) Interest in being included on an interested parties list (9) Company’s specific capabilities that are relevant to these requirements It is not sufficient to provide only general brochures or generic information and responses must include the company’s specific area of interest in this acquisition. In addition, the capability statement must include, at a minimum, three contracts in effect during the period: October 1, 2015 to the present. For each contract, identify/provide the following: contract number; customer name; period of performance; a brief description of relevant work performed; company role (i.e., prime or subcontractor); number of employees; and contract or subcontract value. All responses shall be submitted electronically via email to the contracting officer at KSC-Comet-Team@mail.nasa.gov by no later than April 1, 2021 at 5:00 P.M. EST. NASA intends to update this notice on https://beta.sam.gov/ to announce future opportunities for NASA and industry dialogue regarding this requirement. SECTION 4: STRATEGY FEEDBACK Provide feedback with supporting rationale for the items discussed below. The feedback may be used as research information to support development of the COMET contract requirements or acquisition strategy and is excluded from the page limitation identified in Section 3. The current launch manifest plans for the first Artemis launch readiness date no earlier than October 2021, followed by a critical ground systems modification window and Artemis II launch projected no earlier than 2023. The Government anticipates that the COMET contract will start in October 2022. Given this timeline, please describe anticipated challenges and approaches with performing transition activities for these and other related contracts and any recommended mitigations. Please provide feedback and recommendations including the advantages, disadvantages, and risks on the feasibility of contracting separately (e.g., independent line items, severable requirements or separate contracts) for certain services such as launch processing, systems engineering and integration and/or ground to flight application software. Provide supporting rationale including cost drivers and recommended contract type(s). Also, describe whether it is feasible to consolidate other related services in this acquisition to include advantages, disadvantages, and risks. Identify and describe the contract type or types considered appropriate for the acquisition of COMET services and supporting rationale, and possible contract incentives such as utilization of sharing cost savings and award fee, to incentivize exceptional quality and/or performance, while reducing cost and maintaining schedule and technical performance. Describe the benefits of a contract period of performance greater than 5 years and identify the recommended base and option period(s) with rationale. What advantages and disadvantages (investments and impediments) does a greater than 5 year contract provide? Provide feedback related to possible small business subcontracting opportunities, given the possibility this action may be competed on an unrestricted basis. This feedback would be used as research to support the analysis and development of subcontracting goals. KSC is also interested in feedback, with supporting rationale, from industry regarding the suitability of NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), to the contemplated contract, and any potential challenges or risks. Your company may recommend any relevant NAICS it deems more appropriate for this contemplated contract, along with supporting rationale.
