The Kennedy Space Center (KSC) Gaseous Nitrogen (GN2) Contract is a fixed price requirements contract with Economic Price Adjustment (EPA), which was awarded as a sole source on August 1, 2013. NASA/KSC has a requirement to extend the current KSC Gaseous Helium Contract an additional ten years to support critical space-launch operations. This action will ensure nitrogen supply performance obligations are met during upcoming Artemis launches and to support increased gaseous nitrogen supply performance obligations for the Agency's Space Launch System launch events. The continuous and uninterrupted supply of gaseous nitrogen is of vital importance to the space program, in that launch operations for the Agency’s mission of space exploration cannot be executed without it. The period of performance for the ten year extension will commence on August 1, 2023 and end on July 31, 2033 Air Liquide is the only known supplier with of a proven operational high pressure gaseous nitrogen supply line that can support the flow and pressure requirements needed to support critical launch elements. Air Liquide is the only experienced contractor who has satisfactorily supplied and maintained the manufacturing plant, equipment, and pipeline for the needed operational support for launch and launch related systems. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00p.m. Eastern Standard Time on July 1, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
