NASA Ames Research Center (ARC) intends to extend contract NNA15BA92C, Protective Services Office (PSO) Support Services with American Paragon Protective Services (APPS) LLC on a sole-source basis pursuant to 10 U.S.C. 2304 (c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services with Satisfy Agency Requirements. The purpose of this contract is to provide uniformed security operations, infrastructure security, personnel security, international visit coordination, export control, visitor registration and pass processing, employee badging, dispatch firefighting, fire prevention and fire protection engineering, aircraft rescue and firefighting, emergency management and federal law enforcement training to ARC. The extension will extend the period of performance of the current contract, NNA15BA92C, for a period of twelve-months, September 1. 2020 through August 31, 2021. The extension may increase the current contract value. The current contractor, APPS, is considered the only contractor that can meet ARC’s needs given the short period of performance for the extension. Awarding a twelve-month contract to another source, at the same time as the competition of the follow-on is in process, would result in substantial duplication of costs and unacceptable delays in fulfilling the Government’s requirements and not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling ARC’s requirements. This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform this proposed procurement action in writing to the identified point of contact no later than 1200 PST on April 21, 2020. Submitted capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this proposed procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
