The NASA GSFC is hereby soliciting information about potential sources for the design, analysis, manufacture, and test for the Roman Space Telescope (Roman) Integrated Payload Assembly (IPA) Thermal V... The NASA GSFC is hereby soliciting information about potential sources for the design, analysis, manufacture, and test for the Roman Space Telescope (Roman) Integrated Payload Assembly (IPA) Thermal Vacuum optical test Vibration Isolation System (VIS). NASA/GSFC has a new requirement to provide a Ground Support Equipment (GSE) isolation system for the IPA optical test; the IPA optical test is particularly challenging given the tight optical stability requirements, large chamber noise, vacuum, and thermal test conditions. The test configuration will require ground passive vibration isolation systems in two places to reduce disturbances induced by vacuum pumps as well as other dynamic perturbations external to the chamber (e.g. surrounding road noise and test activities) that are transmitted into the chamber. The first to minimize disturbances to the IPA and the second to minimize disturbances to the chamber dome subsystem (consists of an auto-collimating flat (ACF) and associated support structure). The VIS shall be qualified as critical GSE, commensurate with the requirements of a NASA Class A mission, as specified in the VIS Specification and Statement of Work; details include, but are not limited to, the following (all values TBR): IPA Isolation System IPA VIS will be located between the Lower GESHA and the Thermal Vacuum Support Structure (TVSS) (see Figure 1) IPA VIS isolator mode frequencies shall be around 2.5 Hz with minimum damping level of around ? (zeta) > 1% over the operating temperature range (thermal control system is permitted to meet isolation performance requirements) IPA VIS first internal mode shall be higher than 400 Hz IPA VIS shall meet all requirements over the operational temperature range 240K – 303K (a thermal control system may be proposed if necessary) IPA Isolation System shall have height 0.5 m or less IPA VIS shall meet design and construction requirements as defined in the Specification including, but not limited to, Parts, Materials & Processes; workmanship; joint design, and mechanisms design (as applicable) IPA VIS shall meet environmental requirements, as demonstrated through analyses and/or test as appropriate, including, but not limited to: operational temperature range and static loads IPA VIS shall support a mass of 11,500 kg (this does not include the mass of the isolator) IPA VIS shall include a passive locking mechanism when isolators are not in use IPA VIS shall provide alignment adjustment capabilities (range of 1 deg with a resolution of 0.01 deg) IPA VIS shall meet design loads and factors of safety per the following in accordance with 540-PG-8700-2.1E, Table 1 (MGSE, Static Stand) (TBR): 1.0 g axial/0.1 g lateral, FSy=2.0, FSu=3.0 In accordance with 540-PG-8700.2.2, if positive margins cannot be shown with yield/ultimate factors of safety of 2/3, positive margins with factors of safety of 1.25/1.4 are acceptable in conjunction with a proof test to the predicted test loads x 1.25. Dome Isolation System Dome VIS shall be located between the USF and the ACF (see Figure 1) Dome VIS axial and lateral mode frequencies shall be around 2.5 Hz with minimum damping level of ? (zeta) > 1% over the operating temperature range (thermal control system may be proposed to meet isolation performance requirements) Dome VIS shall meet all requirements over the operational temperature range 273K – 303K (a thermal control system may be proposed if necessary) Dome VIS shall have height 0.3 m or less Dome VIS shall meet design and construction requirements as defined in the Specification including, but not limited to, Parts, Materials & Processes; workmanship; joint design, and mechanisms design (as applicable) Dome VIS shall meet environmental requirements, as demonstrated through analyses and/or test as appropriate, including, but not limited to: operational temperature range and static loads Dome VIS shall support a mass of 700kg (this does not include the mass of the isolator) IPA VIS shall provide alignment adjustment capabilities (range of 1 deg with a resolution of 0.01 deg) Dome VIS shall meet design loads and factors of safety per the following in accordance with 540-PG-8700-2.1E, Table 1 (Flight Hardware Interfaces, Dolly (rolling on casters)) (TBR): 1.6 g axial/0.25 g lateral, FSy=2.0, FSu=3.0 If the system is designed such that the isolators are not in the primary load path during moves (dome lifts, lateral translations, etc.), the isolators shall meet design loads and factors of safety per 540-PG-8700-2.1E, Table 1 (MGSE, Static Stand): 1.0 g axial/0.1 g lateral, FSy=2.0, FSu=3.0 In this case, the system primary load path shall still meet: 1.6 g axial/0.25 g lateral, FSy=2.0, FSu=3.0 In accordance with 540-PG-8700.2.2, if positive margins cannot be shown with yield/ultimate factors of safety of 2/3, positive margins with factors of safety of 1.25/1.4 are acceptable in conjunction with a proof test to the predicted test loads x 1.25. This system should not require any power, electronics, or software in order to meet its isolation requirements. The provided information shall include the following: Provide heritage information for the isolators Provide estimated development and delivery schedule for the isolators Provide rough order of magnitude cost estimate of the isolators Provide any appropriate design information (quantity, size, and mass). Demonstrate how the proposed system can meet the critical isolation requirements stated above The Government anticipates a release of the Request for Proposal (RFP) in September 2021.
