NASA Ames Research Center (ARC) intends to extend Contract NNA16BD60C, Aeronautics and Exploration Mission Modeling and Simulation (AEMMS), with Science and Technology Corporation (STC) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The purpose of this extension is to continue on-going mission critical work (e.g. Artemis (Orion Spacecraft, Orion Launch Abort System, and Space Launch System), Air Traffic Management (ATM-X), Advanced Air Mobility, Advanced Air Transportation Technology, Asteroid Threat Assessment, Commercial Crew, NASA Engineering and Safety Center Support, Commercial Supersonic Technology, Mars Rotorcraft Technology Development, Entry Systems Modeling, Secure Airspace, Revolutionary Vertical Lift Technologies and Atmospheric Science Technology), pending placement of a follow-on contract. The period of performance will be extended for 25 months (June 1, 2022 through September 30, 2024), if all options are exercised. The extension consists of a 12-month base (June 1, 2022 through May 31, 2023); two six-month options (June 1, 2023 through May 31, 2024); and four one-month options (June 1, 2024 through September 30, 2024). The extension will increase the current contract value. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Naomi.Castillo-Velasquez@nasa.gov not later than 3:00 PM PST on Monday, March 28, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
