NASA Ames Research Center (ARC) intends to extend Contract NNA16BD60C, Aeronautics and Exploration Mission Modeling and Simulation (AEMMS), with Science and Technology Corporation (STC) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The purpose of this extension is to continue on-going mission critical work (e.g. Artemis, Advanced Air Mobility, Commercial Crew, Commercial Supersonic Technology, Entry Systems Modeling, Secure Airspace, Revolutionary Vertical Lift Technologies, and the Army’s Future Vertical Lift Program), pending placement of a follow-on contract. The period of performance will be extended for 18 months (June 1, 2021 through November 30, 2022), if all options are exercised. The extension consists of a 12 month base (June 1, 2021 through May 31, 2022) and six one-month options (June 1, 2022 through November 30, 2022). The extension will increase the current contract value. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Naomi.Castillo-Velasquez@nasa.gov not later than 3:00 PM PST on Wednesday, March 17, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
