Notice of Intent to Negotiate Increase to Ceiling Price and Extend the Contract Period of Performance by 12-months for Contract No. NNX16MB01C NASA/ITPO has a requirement for application software services and maintenance to operate, maintain, and enhance key business and mission-supporting platforms, applications and infrastructure used across the Agency. The NAICS category is 541512, Computer Systems Design Services. Enterprise Applications Maintenance & Enhancements and Software License & Maintenance Agreements – 2 (EAST 2) is a Cost Reimbursement contract with Performance Fee & Indefinite Delivery/Indefinite Quantity (IDIQ)/Firm Fixed Price Task Orders. NASA uses the EAST 2 contract as an Agency-wide contract to provide all services necessary to operate its Agency Applications Office (AAO). The AAO provides services to operate, maintain, and enhance key business and mission-supporting platforms, applications and infrastructure used across the Agency. The original potential Cost Reimbursement and Indefinite Delivery/Indefinite Quantity (IDIQ) estimated values for the contract were awarded based on known requirements. During performance of the contract, additional in-scope requirements were incorporated thus utilizing more estimated value than planned. Without an appropriate increase in ceiling price to the contract, it would cause significant disruptions to NASA’s critical application delivery services that Agency mission and mission support personnel rely on to execute their duties and meet Agency objectives. To support ongoing and additional efforts, this proposed contract action will provide for an increase in estimated Cost Reimbursement and IDIQ contract values and extend the contract for an additional 12-month period. The anticipated ceiling increase award date is April 5, 2023. The current period of performance is Award Term Option 2, 7/1/2022 to 6/30/2023. Pursuant to the authority in FAR 6.302-1, the NASA/ITPO intends to negotiate an increase of approximately $150M, from $710M to $860M and extend the contract for an additional 12-months (7/1/2023 to 6/30/2024), under Contract NNX16MB01C, EAST 2 with the contractor, Science Applications International Corporation (SAIC), 12010 Sunset Hills Rd., Reston Virginia, 20190-5856, United States. Apart from this contract extension, the Agency has initiated competitive procedures to establish a follow-on contract for these services. Interested organizations may submit their qualifications and capabilities to perform the effort electronically via email to Christy Moody at christy.r.moody@nasa.gov not later than 12pm on February 08, 2023. Such qualifications and capabilities will be evaluated solely for the purpose of determining whether or not to conduct this contract extension on a competitive basis. A determination by the Government not to compete this extension, at this time, on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
