The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 80TECH25Q0055 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. Instructions to Quoters Interested vendors shall submit a quote for the attached Statement of Work (SOW). Quotes are due by as indicated in the SAM.gov posting. The attached documentation to this RFQ includes requirement specifications (as a Statement of Work) and the additional terms and conditions that apply to this RFQ and subsequent order. In responding to this RFQ, it is the quoter’s responsibility to provide current, relevant, complete, and accurate information in their quotation. Please submit your quote as a PDF document. This acquisition will be conducted as a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541519. The size standard is $34,000,000. Pricing Instructions: All costs (including shipping) to deliver the requirements of the attached Statement of Work shall be included in the quote. The quote shall include a total firm fixed price. Delivery shall be on or before 120 days from the effective award date. Delivery terms shall be FOB Destination. BASIS FOR AWARD The evaluation will include all vendors who meet the size standard specified above and whose quotes meet or exceed the technical acceptability standards specified in the attached SOW. Award will be made to the vendor with the lowest total evaluated priced quote that meets or exceeds the technical acceptability standards. Quotes must be received no later than 4:00 PM Central Standard Time on Monday, March 24, 2025. Questions regarding this combined synopsis/solicitation are no later than 12:00 PM Central Standard Time two (2) business days before the deadline for responses.
