This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 80TECH23Q0006 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. This requirement will be solicited as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 335999. The National Aeronautics and Space Administration) has a requirement for the purchase and installation of base infrastructure and Brand-Name AXIS cameras and accessories for the Steam Tunnel Camera Project. The Government intends to award a Firm-Fixed Price (FFP) order. The delivery and installation will be at: NASA Langley Research Center, 1 NASA Drive, Building 1215, Room 109, Hampton VA, 23666. Specifications: See attached Attachment A: Statement of Work document. Offerors responding to this announcement shall submit their quote in accordance with Enclosure 2: FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). All responses shall be submitted electronically to seliste.c.acres@nasa.gov and learon.j.comeaux@nasa.gov. The Government shall award this Request for Quotation (RFQ) to the responsible offeror whose quote is most advantageous to the Government. The basis for award is Lowest Price TechnicallyAcceptable (LPTA). Offer shall comply with FAR 52.212-4 Contract Terms and Conditions-Commercial Products and Commercial Services found in Enclosure 1. Offer shall comply with FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services found in Enclosure 1. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Technical Point of Contact and accepted at destination. The applicable provisions and clauses that apply to this acquisition are included in the attached solicitation document. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register. All invoices shall be submitted electronically via the Invoice Processing Platform (IPP). Quotes must be received no later than 1:00 PM Central Standard Time (CST) on March 9th, 2023. Questions regarding this combined synopsis/solicitation are due no later than 11:00 AM CST on March 7th, 2023. THIS IS A SOURCES SOUGHT FOR REQUEST FOR INFORMATION (RFI) ONLY. Contractor shall provide all equipment, personnel, labor, delivery for the Brand Name or Equal products for this requirement. This Sources Sought is published for market research purposes. This Sources Sought will be used to determine if a set-aside for any small business program is appropriate. Government anticipates competitive, firm fixed price contract. Contractors shall provide their point(s) of contact name, address, telephone number, and email address; and the company's business size and SAM Unique Entity Identification Number. Contractors shall provide a capability statement to demonstrate the ability to perform the work outlined in the Statement of Work. Furthermore, the capability statement should also include Contractor’s evidence of adequate past performance of at least three (3) contracts held with Government agencies or private industry showing experience in automation and process controls and audio-visual solutions. In addition, the Contractor shall demonstrate a workable knowledge of Emerson DeltaV Control Systems and shall perform all work so as not to impact the operation of the Langley Steam Plant.
