Amendment 1- Revised the Statement of Work Inital Post: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 80TECH22Q0037 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. The associated NAICS code is 334111 (Electronic Computer Manufacturing). This acquisition is for the following Contract Line Item Number (CLIN) identified below: CLIN 0001 Electronically Scanned Pressure System Components Specifications: See attached Attachment A: Statement of Work document. The National Aeronautics and Space Administration has a requirement for Measurement Specialties, Inc, a TE Connectivity Company, electronically scanned pressure measurement system components to be housed in the NASA Glenn Research Center, Cleveland, OH). The system shall include the following: System shall support the following pressure scanners of range 15 psid Intelligent Pressure Scanner, TE Connectivity Model 32HD Mini Module or fully equivalent with the salient specifications detailed in the SOW System shall support the following controllers of range 30 psia Intelligent Pressure Calibrator, Model 8432 or fully equivalent with the salient specifications detailed in the SOW System shall support the following system controller System Processor, TE Connectivity Model OSPR or fully equivalent with the following salient specifications Compatible for use with TE Connectivity/ Measurement Specialties 32HD and 64HD mini modules Able to control up to 32 mini modules for a maximum of 2048 data channels Able to interface with TE Connectivity/ Measurement Specialties MSDI unit via OFIU (Optical Fiber Interface Unit) installed at the factory Able to control TE Connectivity/ measurement Specialties PCU to calibrate Optimus mini modules, able to provide system accuracy of greater than +/- 0.03% FS Interface with existing COBRA data systems in GRC facilities via in-house software and hardware trigger input on back panel System shall support the following fiber interface units: Optical Fiber Interface Unit, TE Connectivity Model OFIU or fully equivalent with the salient specifications detailed in the SOW System shall support the following remote processing units: Remote Processor, TE Connectivity Model RP or fully equivalent with the salient specifications detailed in the SOW System shall support the following remote power supply units: Remote Power Supply, TE Connectivity Model RPS or fully equivalent with the salient specifications detailed in the SOW System shall support the following miniature scanner digitizing interfaces: Miniature Scanner Digitizing interface, TE Connectivity Model MSDI or fully equivalent with the salient specifications detailed in the SOW System shall require the following cables: 8476 MSDI power cable or fully equivalent with the following salient specifications: Able to provide regulated power to TE Connectivity/ Measurement Specialties MSDI, miniature scanner digitizing interface OPCY power cable splitter or fully equivalent with the following salient specifications: Able to split 8476 power cable to accommodate two MSDI units 8484 GPIB interface cable or fully equivalent with the following salient specifications: Able to connect Optimus OSPR with Optimus remote rack; Able to send serial GPIB communications between the two units OSCB scanner cable or fully equivalent with the following salient specifications: Able to connect 32HD miniature pressure scanner to MSDI miniature scanner digitizing interface; Able to send regulated power to the 32HD miniature pressure scanner; Able to send analog signals back to the MSDI from the 32HD; Able to carry digital channel selection signal to the 32HD miniature pressure scanner. The equipment needs to be shipped to the NASA Glenn Research Center CW22 test cell B5 c/o Paul Giel., NASA Glenn Research Center, Cleveland, OH 44135. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with Enclosure 2:FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). All responses shall be submitted electronically to monica.f.razo-shepherd@nasa.gov, and cc: Andrea.mt.ross@nasa.gov. The basis for award is lowest price technically acceptable (LPTA). LPTA means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications and (2) Price. The lowest-priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified and the earliest delivery date. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest-priced quote is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed, and the award will be made. Offer shall comply with FAR 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services Found in Enclosure 2. Offer shall comply with FAR 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services found in Enclosure 1. Offer shall comply with FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services found in Enclosure 1. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Technical Point of Contact and accepted at destination. Delivery is requested no later than July 30, 2023. The applicable provisions and clauses that apply to this acquisition are included in the attached solicitation document. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted electronically via the Invoice Processing Platform (IPP). Quotes must be received no later than 12:00 PM Eastern Daylight Time on September 19, 2022. Questions regarding this combined synopsis/solicitation are due no later than 12:00 PM Eastern Daylight Time on September 13, 2022.
