This DRAFT Request for Proposal (RFP) is to notify interested vendors of the NASA/SSC Office of Procurement’s intent to issue a Request for Proposal (RFP) for Dual Administrative Support Services (DASS) to be delivered to the John C. Stennis Space Center (SSC), Mississippi, the Johnson Space Center (JSC), Texas, and the White Sands Test Facility (WSTF), New Mexico (collectively referred to as Centers) and to solicit feedback from interested vendors. The work to be performed under the DASS requirement is full-time, part-time, and temporary administrative support to the various organizations at SSC, JSC, and WSTF in fulfilling their mission and objectives. Major areas of the contract include branch/office and division-level throughout the Centers, program/directorate-level support, flight crews (launch and landing activity support), Center-level meeting support, special teams, and short-term projects. The effort will include general office services, data management, time and labor collection, the coordination for property, moves, training, information services, special events, and other miscellaneous activities. The government intends to issue subject Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 12, FAR Subpart 15.1, and NASA FAR Supplement 1815.305. Any resulting award will be made in the form of a five (5)-year, single award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. It is anticipated that only one award will be made for this requirement. The estimated period of performance or lead-time for delivery for this project is November 1, 2020, to October 31, 2025. The anticipated issue date of subject RFP is on or about January 28, 2020, with an anticipated offer due date of March 13, 2020. It is anticipated that this action will be issued as a competitive 8(a) set-aside. The NAICS Code and Size Standard are 561110 and $8.0M, respectively. All responsible 8(a) sources may submit a proposal, which shall be considered by this agency. The DPAS Rating for this procurement is DO-C9. FOB is destination. Vendors shall submit questions and/or concerns regarding this Draft RFP via email to both Rachel Clayton at rachel.clayton@nasa.gov and Joseph Marucci at joseph.m.marucci@nasa.gov. Questions/concerns shall be submitted no later than January 7, 2020 at 4:00pm central time. The government may not respond to questions/concerns submitted by vendors.
