This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract, to RTCA, Inc. which constitutes a mechanism for the evaluation of NASA research and technology into operational use. In particular, research from NASA’s Aeronautics Research Mission Directorate constitutes a fundamental connection with many RTCA committees and products. Special committees of RTCA establish published standards and guidelines for the aviation and aeronautics community which are used by regulatory authorities in formulating policy guidance. The Special Committees are made up of volunteers from government, industry, airlines, and airspace users, among others, who explore the operational and technical ramifications of new communications, navigation, and surveillance technologies, such as global positioning systems, avionics computer resource systems, and aeronautical frequency spectrum plans.
