NASA/NSSC has a requirement for TruePlanning Software and Scription Services. NASA/NSSC intends to issue a sole source contract to Unison Cost Engineering, 21251 Ridgetop Circle, Suite 100, Dulles, Virginia 20166-6644 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Unison Cost Engineering is the sole provider of TruePlanning Software and Scription Services. This procurement is for the purchase of a TruePlanning Software and Scription Services This is directly from the manufacturer of the TruePlanning Software and Scription Services it will give us access to technical support directly from the manufacturer. TruePlanning is currently used by 5 NASA centers and is a trusted choice for producing costing models. ESMPO-G wants to utilize this capability to perform analysis for many of the missions that fall within ESPD. Due to ESMPO-G's timeline to produce assessments (based on the mission's schedule), we need the TruePlanning software and services procured as soon as possible. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 513210 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:59 a.m. Eastern Standard Time on 6/24/2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
