NASA/NASA Shared Services Center (NSSC), located at Building 1111 Jerry Hlass Road, Stennis Space Center, Mississippi 39529, has an agency requirement for the procurement of: New software licenses and maintenance services/support for associated existing licenses for Cullimore & Ring software products: Thermal Desktop, SINDA/FLUINT, RadCAD, FloCAD, SpaceClaim Engineer, Thermal Adaptor for SpaceClaim, and SpaceClaim Data Exchange Packages. NASA/NSSC intends to issue a sole source, firm-fixed price contract to acquire Thermal Desktop and SpaceClaim products and services from Cullimore & Ring Technologies Inc. (CRTech) located at 2501 Briarwood Drive, Boulder, CO 80305, under the authority of FAR 6.302-1. It has been determined that CRTech is the sole provider of Thermal Desktop and SpaceClaim related products and services and no other type of items will satisfy agency requirements, thereby precluding consideration of a product manufactured by another company. The North American Industry Classification Systems (NAICS) code for this procurement is 513210 – Software Publishers. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12. The proposed contract will have a 1-year period of performance. This notice of intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications, to perform the effort, electronically via email to Terri Ratcliff, terri.c.ratcliff@nasa.gov, and nsscelmt@mail.nasa.gov, not later than 1:00 pm Eastern Standard Time on March 31, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
