This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) under solicitation number 80NSSC21R0018 for Contract Audit Support Services (CASS). The provisions and clauses in the RFP are those in effect through FAC 2021-05. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 541211 and $22 million, respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items, (FEB 1998) which is incorporated by reference. Addenda to FAR 52.212-1 is included in Attachment D: Instructions to Offerors of this solicitation. FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award multiple contracts resulting from this solicitation to responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, all factors considered. The factors to be considered are located in Attachment E: Evalution Factors for Award. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, (FEB 2021), or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (OCT 2018) is applicable. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, (JAN 2021) is applicable. NASA Clause 1852.215-84, Ombudsman, is applicable. Responses to this combined synopsis/solicitation must be received via the Electronic Submission of Proposals – Proposal Marking and Delivery Through NASA’s EFSS Box clause located in Attachment D: Instruction to Offerors of this solicitation. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFP shall result in the proposal being considered late, and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (JAN 2017). Amendment 00001 This notice constitutes amendment no. 00001 To the combined synopsis/solicitation for Contract Audit Support Services (CASS) RFP 80NSSC21R0018. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/solicitation and a written amendment will not be issued. The purpose of this amendment is to make administrative changes to Solicitation 80NSSC21R0018. The CASS RFP Change Log on pages 2 - 5 of this amendment provides details of the changes to the Solicitation. Sections of the RFP to be updated: Model Contract, Attachment A: PWS, Attachment D: Instructions to Offerors, Attachment E: Evaluation Factors for Award, and provides responses to 32 questions submitted by industry. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/solicitation.
