This notice constitutes amendment no. 00002a to the combined synopsis/solicitation for 80NSSC21Q0026 National Instruments (NI) Agency-wide single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Question received has been responded to in Attachment 7_Question Response 4_28 The due date for receipt of offers is extended. ------ This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued by the NASA Shared Services Center (NSSC) as a Request for Proposal (RFP) under solicitation number 80NSSC21Q0026 for an agency-wide single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for ordering National Instruments (NI) brand name hardware and software products, hardware and software maintenance, and training/consulting services. The contract will be firm fixed price and the period of performance will cover a base year and four (4) option years and an option to extend services for up to six months, commencing on April 30, 2021 and ending on October 29, 2026, if all options are exercised. (Dates are subject to change based on award date) The provisions and clauses in the RFP are those in effect through FAC 2021-05. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 334118 and 1000 employees, respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Proposals are due by 2:00 pm EST on May 5, 2021 to caitlin.m.poulton@nasa.gov and desiree.l.vogt@nasa.gov and must include solicitation number, proposed delivery schedule for orders awarded under the contract, discount/payment terms, warranty duration (if applicable), Taxpayer Identification Number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act – Supplies,” the offeror shall so state and shall list the country of origin. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
