NASA/NSSC has a requirement for Fabrication of silicon chips with custom NASA design in TSI Semiconductor Complementary Metal-Oxide-Semiconductor (CMOS) processes. NASA/NSSC intends to issue a sole source contract to TSI Semiconductors under the authority of FAR 13.106-1(b)(1)(i). The parts are a custom integrated circuit containing a NASA GSFC intellectual property (IP) design that has been designed in the TSI cmhv7sf CMOS process from TSI Semiconductors and for that reason can only be obtained from a single source/vendor, TSI Semiconductors. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC). Performance will be at the vendors site. The NAICS Code for this procurement is 334413. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 11:59 p.m., Tuesday, June 30, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
