NASA/NSSC has a requirement for Participation in The Center for Advanced Life Cycle Engineering (CALCE) Electronic Products and Systems Consortium (EPSC) (Super Membership). [Statement of Work attached] NASA/NSSC intends to issue a sole source contract to the University of Maryland under the authority of FAR 13.106-1(b)(1)(i). The Membership is available from the University of Maryland only – no other source can satisfy NASA’s requirements. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC). The NAICS Code for this procurement is 813920. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 2:59 p.m., Wednesday, September 9, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
