NASA/NSSC has a requirement for MPL enlcosures/shutters [Statement of Work attached] NASA/NSSC intends to issue a sole source contract to Aether Embedded LLC under the authority of FAR 13.106-1(b)(1)(i). Market research yielded that owledge, no other vendor can meet our strict requirements. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC). To our knowledge, no other vendors offer an enclosure that is custom made to use with the Micro Pulse Lidar instrument that also meet our strict MPLNET requirements to ensure high quality data. If another vendor was used the enclosure would likely not meet all of our requirements and MPLNET data quality would be reduced. The enclosure must meet all our requirements for compatibility with MPLNET operations. The NAICS Code for this procurement is 333314. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 11:59 p.m., Friday, August 28, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
