NASA/NSSC has a requirement for Ka-Band Waveguide Transfer Switch. [Statement of Work will be provided upon request] NASA/NSSC intends to issue a sole source contract to DowKey Microwave Corporation under the authority of FAR 13.106-1(b)(1)(i). Based on our market research, DowKey Microwave Corporation is the only company that can meet the Government requirements with an existing, flight heritage design that can handle 80 Watts of continuous RF power. Additional key requirements include 10 dB multipaction margin and redundant 15 pin connectors. DowKey Microwave design also meets all Roman Space Telescope environmental requirements, including high shock levels. Another company would require significant redesign of their heritage product or a completely new design and this would increase cost to the Government and greater risk to the Project with respect to reliability and schedule. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC). Performance will be performed at the vendors site. The NAICS Code for this procurement is 334299. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 11:59 p.m., Wednesday, August 19, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
