NASA/NSSC has a requirement for C-seal fabrication effort for the DAVINCI+ program. NASA/NSSC has a requirement for C-seal fabrication effort for the DAVINCI+ program. [Statement of Work attached] NASA/NSSC intends to issue a sole source contract to Parker Hannifin Corporation under the authority of FAR 13.106-1(b)(1)(i). The C-Seals for forming processes are proprietary to Parker Hannifin Corporation. If a new vendor was chosen, they would have to fabricate the EXACT geometry from Parker/Hannifin catalog since we could not re-machine the DAVINCI Descent Sphere. The cost could be high to manufacture a custom product and, additionally, take a longer time. Schedule impacts may be severe. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC). Performance will be peformed at the vendors site. The NAICS Code for this procurement is 339991. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 12:59 p.m., Tuesday, August 4, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
