NASA/Marshall Space Flight Center (MSFC) has a requirement for a Robo-Met.3D Serial Sectioning System. The Robo-Met.3D® sectioning system is required to support the NASA Additive Manufacturing (AM) certification and development efforts under the Liquid Engine Office (LEO) Block IV task for product improvement within the Space Launch System (SLS) program. The Robo-Met.3D serial sectioning system performs automated serialized metallographic sample sectioning, polishing, etching, and optical microscopy documentation of each microstructural slice. Under the authority of FAR 6.302-1, NASA/MSFC intends to issue a sole source contract to UES Inc., to acquire a single Robo-Met.3D Serial Sectioning System, a one-year manufacturer’s warranty, shipping and handling, installation, training of MSFC operators, and three options to purchase subsequent annual service agreements after the original warranty expires. If all options are exercised, the total contract period would be four (4) years and six-months. UES Inc., is the original developers and manufacturers of the Robo-Met.3D® system and are the only supplier for the system and sole supplier of the hardware, software and associated warranties, as well as, service agreements ensuring long term functionality for the agency. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to doris.richardson@nasa.gov or kathy.cooper@nasa.gov no later than September 24, 2020 by 4:00 P.M. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
