Space Communications and Networking (SCaN) & Tracking and Data Relay Satellite System (TDRS) Support
NASA/MSFC is seeking capability statements from potential sources—including small businesses and HBCU/MIs—for engineering team support to Space Communications and Networking, focused on mission-critical Ka-band communications continuity for TDRS users. The work is anticipated to last two years, involve fewer than ten Work Year Equivalents, and be performed on-site at NASA/MSFC. Respondents should demonstrate expertise across seven skill areas: materials and mechanisms; propulsion and thermal control; avionics, power systems, and batteries; aerospace flight software and GNC; general software and infrastructure; hardware qualification, acceptance, and functional test; and RF communications. Capability statements should also address TS/SCI clearance support, ITAR compliance, GSA MAS registration, and relevant experience under SIN 541715 and NASA/GSA contracts for mission-critical TDRS Ka-band services. NASA also requests industry input on realistic small-business subcontracting goals, barriers to small-business participation, and strategies to increase participation, with possible set-aside decisions based on responses.
