George C. Marshall Space Flight Center (MSFC) intends to enter into a sole-source contract with Spatial Informatics Group (SIG) in support of SERVIR Global Program. SIG will maintain computing infrastructure (computer processing and storage) across the SERVIR Network (Hubs and Science Coordination Office). The SERVIR Science Coordination Office (SCO) intends to maintain a SERVIR Global Commute Capability (including hardware, software, and services) whose resources will be shared across the SERVIR Network. SIG is a partnering consortium member of the SERVIR-Lower Mekong Hub, and in that capacity develops and maintains shareable high-performance computing and storage resources that are accessible and available to the science and Geospatial Information Technology (GIT) teams at the SERVIR-Lower Mekong Hub. One half of the computing capability is located at the SERVIR-Lower Mekong Hub in Bangkok, Thailand and the other half is located at a commercial data center near SIG in San Francisco, CA. Therefore, SIG is uniquely situated to provide the required capability for this effort. The Government will not pay for any information submitted in response to this announcement. Contractors must have a current registration in the System for Award Management (SAM) http://www.sam.gov. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than the identified response date. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
