NASA/MSFC has a requirement for continued uninterrupted logistic support services as currently provided by L&M Technologies (herein referred to as L&M), under Marshall Logistics Support Services (MLSS) Blanket Purchase Agreement (BPA) 80MSFC18A0001 and associated task orders. Under this BPA, L&M provides the following logistics support services through the issuance of firm-fixed-price (FFP) task orders: (a) Equipment Services (b) Motor Pool and Transportation Services (c) Flight Hardware Support Operations Services (d) Shipping and Receiving Services (e) Mail Services (f) Moves and Furniture Services (g) Property Disposal Services (h) Material, Property, and Warehouse Management Services NASA/MSFC intends to procure continued uninterrupted support on a sole-source basis from L&M under MLSS BPA 80MSFC18A0001 and associated task orders 80MSFC18F0188, 80MSFC18F0190, 80MSFC18F0191, 80MSFC18F0192, 80MSFC22F0020, and 80MSFC22F0026. The six month extension is required to ensure there are no gaps in service and to allow award of the Center’s on-going competitive MLSS II follow-on acquisition and its phase-in period. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelcey Cole at kelcey.cole@nasa.gov not later than 1:00 p.m. CST on July 5, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
