NASA issued this Request for Information (RFI) solely for market research and planning under FAR Part 10; it is not an RFP and does not promise a future RFP. The government will not pay costs incurred in responding, and non-response will not preclude participation in any future RFP. The RFI seeks to determine whether a commercial solution or non-commercial services are needed, emphasizing commercial cost-effective solutions under Executive Order 14271. Services of interest include tug services and support labor, technical support for day-to-day maintenance of the NASA Barge Pegasus, technical assessment, and shipyard maintenance. Highly capable domestic commercial or non-commercial contractors with substantial facilities and near-term capacity are encouraged to respond to any or all parts, and may highlight partnering arrangements such as shipyards partnering with marine towing companies.
