NOTE: All revisions contained within the amended combined synopsis/solicitation documents are marked with a line in the left margin. ********************************************************** This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Enterprise Geospatial Support Services (EGSS) solicitation. The principal purpose of this requirement is to provide all personnel, equipment, tools, materials, supervision, and all other items to provide non-personal services for the NASA Office of Strategic Infrastructure (OSI) for Enterprise Geospatial Support Services (EGSS). The EGSS contract will deliver non-personal services under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide institutional geospatial support and services for NASA, with a primary focus on OSI functional areas including facilities engineering and asset management, real property management, environmental management, logistics management, and space environments testing management as defined in NPD 1000.3E. Through the EGSS contract, OSI aims to standardize the institutional geospatial support and services provided at NASA Headquarters (HQ), Centers, and field sites by providing a centrally managed contract vehicle for use throughout the OSI functional communities in accordance with (IAW) the contract Performance Work Statement (PWS), Appendix 2, Exhibit A. NASA will conduct this acquisition as a 100% Women-Owned Small Business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541370 Surveying and Mapping (except Geophysical) Services and the small business size standard is $19M. This competitive acquisition will result in one, firm-fixed price (FFP), single-award indefinite delivery, indefinite quantity (IDIQ) contact. The contract will have five (5), 1-year ordering periods with an anticipated award date of Oct 1, 2024.. Potential offerors should pay close attention to all solicitation instructions. A pre-proposal conference will be held VIRTUALLY on 9 July 2024 at 1200 p.m. EDT. All potential offerors are encouraged to attend. Offerors desiring to attend the conference must preregister no later than the day prior by COB to the conference to receive the Teams meeting information. Offerors that do not pre-register may not have access to the Teams link. The Government reserves the right to cancel or reschedule the conference. This solicitation does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
