NASA/LARC has a requirement for a Robo-Met.3D Serial Sectioning System. The Robo-Met.3D® sectioning system is required to support the Transformative Tools and Technology (TTT) program. The Robo-Met.3D serial sectioning system performs automated serialized metallographic sample sectioning, polishing, etching, and optical microscopy documentation of each microstructural slice. Under the authority of FAR 6.302-1, only one responsible source exists and no other type of supplies or services will satisfy the agency requirements. Therefore, NASA/LARC intends to issue a sole source purchase order to UES Inc., to acquire a single Robo-Met.3D Serial Sectioning System, a one-year manufacturer’s warranty, shipping and handling, installation, training of LaRC operators, and three options to purchase subsequent annual service agreements after the original warranty expires. If all options are exercised, the total contract period would be four (4) years and six-months. UES Inc., is the original developers and manufacturers of the Robo-Met.3D® system and is the only supplier for the system and sole supplier of the hardware, software and associated warranties, as well as, service agreements ensuring long term functionality for the agency. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to kimberly.m.vietti@nasa.gov or lakhassia.y.mccoy@nasa.gov not later than 12:00 p.m. Eastern Standard Time on 11/17/2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a capabilities and qualifications statement/response which shall be considered by the agency.
