March 20, 2020: Quote Sumission Reminder Vendors shall ensure they following the Amendment 2, electronic quote submission process outlined in TAB 04 Quote Instructions & Evaluations Section A.13 and below. A.13 ELECTRONIC SUBMISSION OF QUOTE - QUOTE MARKING AND DELIVERY (1) Quoters shall submit one (1) electronic copy of Quote via the electronic means outlined below, on or before the Date and Time indicated on the SF 1449 Cover Page Block 8. (2) Failure to submit a complete electronic quote to by the due date and time specified for this RFQ shall result in the quote being considered late, and shall be handled in accordance with FAR 52.212-1(f)(2). (3) Quotes shall be submitted via the NASA NOMAD Large File Transfer (LFT) service, which is Federal Information Processing Standards (FIPS) 140-2 certified for Data-in-Transit (DIT) and Data-at-Rest (DAR). To submit quotes through LFT, quoters shall provide an email list of no more than three (3) individuals requiring access to LFT to submit proposals. This email list shall be sent to larc-clinic2@mail.nasa.gov AND lakhassia.y.mccoy@nasa.gov no later than three (3) business days before the Quoter intends to submit its quote. Individuals on the email list will then receive an emailed invitation to LFT by NASA. Upon logging into LFT, the “Send File” tab will give these individuals the ability to send an LFT email—including multiple secured attachments—to larc-clinic2@mail.nasa.gov AND lakhassia.y.mccoy@nasa.gov. Quoters are encouraged to send a test email with attachments via LFT to ensure functionality prior to quote submittal. Note: This is for informational purposes only to assist quoters: LFT sessions expire after 15 minutes of inactivity. Quoters are advised that you will not receive an alert letting you know the session is about to expire, and any changes to the email form on the Send File tab will not be saved if the session times out. (4) The electronic qoutes shall contain all information required by the solicitation to be determined responsive.
