NASA/KSC intends to issue a sole source purchase order to Advanced Systems Concepts Associates (ASCA) for Event Sequence Diagrams populated with launch vehicle accident failure scenarios. This is because ASCA has a proprietary process and unique, mission-specific ESDs based on a global launch database, a capability not known to be available elsewhere. The Government is not using standard commercial acquisition procedures for this requirement. While the notice is for a sole source action, interested organizations may submit their capabilities and qualifications for evaluation to potentially compete the acquisition.
