NASA/John F. Kennedy Space Center (KSC) is hereby soliciting information from potential sources to support the NASA Office of the Chief Health and Medical Officer (OCHMO) requirements for occupational health program administration and management support services. The National Aeronautics and Space Administration (NASA) KSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for NASA Occupational Health Contract III (NOHC III). The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. BACKGROUND NASA OCHMO reviews and evaluates NASA conformance with policy and regulatory requirements in the implementation of occupational medicine, environmental health (including industrial hygiene, health physics and food safety), physical fitness and health promotion/wellness, employee assistance programs, and Federal worker’s compensation. SCOPE The NASA OCHMO requires contractor support services to augment the administration and management of the NASA Occupational Health (OH) program. The contractor shall provide all necessary management, personnel, materials, equipment/supplies, travel, and training (not otherwise provided by the Government) necessary to perform the following, but not limited to, the following services at all local and remote locations (reference “Place of Performance” for locations): Administrative support to the Occupational/Environmental/Medical health program, to include: Provide professional occupational/environmental/medical personnel with expertise in team management/supervision, occupational medicine, industrial hygiene, health physics, food safety, physical fitness/wellness, internet technology, federal workers compensation, employee assistance program and electronic health record systems; Provide suggestions and recommendations for improving occupational/environmental/medical health programs and policies by increasing efficiency and effectiveness; Arrange for professional speakers to present occupational/environmental/medical health topics to technical personnel agencywide at regular intervals; Conduct an annual occupational/environmental/medical health meeting three to four 8-hour days in duration. Agenda shall include plenary and breakout sessions with NASA and non-NASA speakers provide presentations to NASA occupational health professionals from all disciplines; Arrange and conduct an offsite triennial non-ionizing/ionizing radiation safety officer meeting, including developing an agenda, reserving non-NASA speakers, coordinating venue logistics, and assisting attendees and speakers while onsite during the meeting. Information technology (IT) support, including: Lead software development projects including the analysis, design, development, testing, and implementation for new systems or enhancements; Review, enhance, and create agency website pages/social media platforms to ensure functionality, user-friendliness, quality of content, and resolving or arrange to have resolved critical issues affecting website configuration; Serve as a key Web site developer for utilizing NASA content management systems, other web applications and NASA approved social media platforms; Ensure websites/social media platforms are in conformance with requirements mandated by the Government, relative to format, accessibility, content, security, and confidentiality; Support OCHMO medical informatics and adjusting the functional and operational aspects of data migration, network architecture and security configurations of the agency electronic health record system (EHRS); Prepare, coordinate, train, and implement electronic heath record system (EHRS) software upgrades, new modules and/or relevant updates; Electronic health record system (EHRS) data mining to add/remove data field linkages and or descriptions, ensuring applicable data is transferred from external interconnections; Work with the agency Director of Informatics and other agency regional locations to coordinate electronic health record system activities; Maintain a help desk for the NASA-developed portions of the electronic health record (EHRS) system. Occupational/Environmental/Medical health technical support including: Review and implement Agencywide occupational/environmental/medical health policies; Serve on a team that conducts onsite occupational/environmental/medical health reviews at NASA regional locations four to five times per year where occupational medicine, industrial hygiene, health physics, electronic health record system functions, food safety, childcare, fitness/wellness programs, and employee assistance programs are evaluated; Assist in development of occupational/environmental health initiatives, programs, and policy drafts; Review/recommend non-ionizing & ionizing radiation protection program criteria, activities, policies, standards, and direction for all health physics aspects of radiation producing materials, articles, and devices; Provide expertise to assess, support, and help develop policies for all health physics aspects of occupational/environmental/medical health on NASA property or NASA off-property operations (e.g., review policies and procedures, appraise programs, recommend methods for the elimination or control of occupational/environmental/medical health hazards at NASA facilities across the U.S., and auditing and assessing a wide variety of health physics industrial, maintenance and research operations); Provide expertise to assess, support, and help develop policies for all industrial hygiene aspects of occupational/environmental/medical health on NASA property or NASA off-property operations (e.g., reviewing policies and procedures, appraising programs, and recommending methods for the elimination or control of occupational/environmental/medical health hazards at NASA facilities across the United States, and auditing and assessing a wide variety of industrial hygiene related maintenance and research operations; Monitor and research emerging health care concerns that may impact the health and well-being of the Agency's workforce (including employees temporarily stationed in foreign countries and employees on foreign business travel or planning on foreign business travel); Provide technical expertise and advice relative to occupational/environmental/medical health issues and concerns after a manmade (e.g., radiological, biological, chemical) or natural (e.g., hurricane, tornado, wildfire, flood, earthquake) disaster or emerging health-related/medical issue (e.g., infectious diseases, pandemics). Support includes conducting research, answering inquiries, and assisting with generating guidance for NASA relative to incidents potentially impacting the workforce in the United States or abroad. This list is intended to guide bidders in understanding the types of skills and expertise necessary to fulfill the requirement. PERIOD OF PERFORMANCE The Government is contemplating a contract with a duration of up to 10 years. PLACE OF PERFORMANCE OCHMO’s tenant/satellite office at KSC is the office to which the Contractor shall provide primary interaction and communication. However, contractor may periodically perform work at the following locations: Ames Research Center, Armstrong Flight Research Center & Palmdale Facility, Glenn Research Center & Armstrong Test Facility, Goddard Space Flight Center – Greenbelt, Goddard Space Flight Center – Wallops, Headquarters, Jet Propulsion Laboratory and Goldstone, Johnson Space Center – Houston, Johnson Space Center – White Sands, Langley Research Center, Marshall Space Flight Center, Michoud Assembly Facility, and Stennis Space Center. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 5 pages indicating the ability to perform all aspects of the effort. Provide your firm’s number of employees and state whether your firm is a large or small business in NAICS Code 541690. Specifically identify if you are a VOSB, WOSB, HUBZone small business, or an 8(a) small business. Provide the number of years in business and a listing of relevant work performed in the previous 5 years. Provide company location or satellite offices that are near KSC. Provide brief summary of prior KSC work experience in past 5 years, if any. Provide advantages or barriers to competition and performance of a potential 10-year period of performance. Provide resource capabilities that can support up to a 10-year period of performance. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of "equity." Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality. NASA seeks input in the following areas: 1. To support the requirements identified in this request for information (RFI)/sources sought notification, what barriers or opportunities exist to engage subject matter experts from industry and academia and how can those barriers be overcome? How can underserved communities be leveraged? 2. To support the requirements identified in this RFI, what barriers or opportunities exist to partner with subcontractors that employ members of underserved communities, as defined above? 3. What other recommendations would you make to enhance diversity and inclusion? 4. What should be considered to encourage full participation and contribution of organizations and individuals (e.g., outreach efforts and innovative partnerships) in performance of this requirement?
