This notice is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, #80KSC023Q0008, is being issued as a Request for Quote (RFQ) to provide compressed gas trailer parts delivered to Kennedy Space Center (KSC) for the modification of compressed gas trailers to have oxygen compatible manifolds at KSC. The Government intends to award a firm-fixed-price contract for the compressed gas trailer parts. Delivery of the compressed gas tanker parts is required within 315 days of contract award. Phased delivery is allowed as described in RFQ Section 2.2 Delivery, Inspection, and Acceptance. The compressed gas trailer parts are listed in Attachment 1: Schedule of Supplies; the delivery requirements and other contract requirements are in Attachment 2: Terms and Conditions; and the Brand Name Justification is Attachment 3: Brand Name Justification. The Government intends to acquire a commercial item using FAR Part 12. The provisions and clauses in the RFQ are those in effect through FAC 2023-04. This procurement will be a full and open competition. The NAICS Code and Size Standard are 332911 – Industrial Valve Manufacturing and 750, respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. The quote must be prepared in accordance with the instructions listed below and any attachments. Information contained in the quote must be in sufficient detail to allow adequate technical, business, and cost/price evaluation. The following information shall be included with your quote: (i) Your company name, address, CAGE code, point of contact, and business size. (ii) The total price, including a price per each part and freight (FOB Destination), for each compressed gas trailer part as listed in the attached Schedule of Supplies – see Attachment 1. (iii) Technical specifications and technical narrative of quoted items. (iv) A copy of the completed Representations and Certifications or completed online (see FAR 52.212-3, Offeror Representation and Certifications - Commercial Products and Commercial Services (DEC 2022) (OCT 2014)). Offeror’s shall be registered at www.sam.gov in order to be considered for award. All contractual and technical questions must be in writing (e-mail) to Jennifer L. Thompson, jennifer.l.thompson@nasa.gov no later than August 29, 2023, by 1:00 PM Eastern Standard Time. Telephone questions shall not be accepted.
