The National Aeronautics and Space Adminisration (NASA) at the John F. Kennedy Space Center (KSC), Florida is issuing this Request for Proposal 80KSC021R0006 for the Design-Build, Phase 1, Upgrade Vehicle Assembly Building (VAB) 325 Ton Crane. This project will be procured using the two-phase design-build selection procedures in FAR Part 36.3. This is Phase 1 of 2. In this Phase 1, the Government requests that prospective offerors provide information as requested in the attached Request for Proposal (RFP). Based on the evaluation of the Phase 1 criteria, the Government will select no more than five of the most highly qualified offerors to advance to Phase 2. This will be a total small business set-aside. The NAICS code for this procurement is 333923 with a small business size standard of 1,250 employees. SCOPE OF WORK The scope consists of providing the design and performing the build to upgrade controls and interfaces, power feed and disribution systems, and actuation and braking sysems on a 325-ton overhead bridge crane located in the Vehicle Assembly Building (VAB) at NASA’s Kennedy Space Center (KSC) in Florida. The work includes replacing the hoist and travel brakes, the crane power feed rail, the E-Stop system, all operator interface devices, hook rotation system, hoist weighing system, motor controls, PLC Sysems, Tachometers and Encoders, UPS, and power disribution sysem. The scope will include design, installation, testing, and other incidental related work. The total estimated cost of this project is between $1,000,000 and $5,000,000. The Specifcations and Drawings have an Export Determination of EAR 99 – EAR Controlled – ITAR Controlled - and are controlled documents. Therefore, download of documents won’t be permitted until requesters have been cleared through the Defense Logistics Agency (DLA). Please begin DLA registration immediately since clearance could take a couple of weeks. All contractors that will be interested in receiving drawings and specifications for this project will have to ensure they have been screened by the Defense Logistics Agency (DLA) Joint Certification Program (JCP) by completing a DD Form 2345. This process does take time and the Government encourages contractors to start as soon as possible.
