This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) under solicitation number 80KSC020R0043 for the requirement PRIME-1 TRIDENT Drill Fabrication and Testing, as detailed in Section 2 of the Statement of Work (SOW) (Attachment 1). The Contract Line Item Numbers (CLINs), details, deliverables, and delivery schedules are included in the attached 80KSC020R0043 Combined Synopsis/Solicitation document attached to Notice. This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NASA/KSC intends to award to Honeybee Robotics, Ltd. (HBR), Building 128, Suite 121, 63 Flushing Avenue, Unit 150, Brooklyn, NY 11205; as they are the sole source capable of fulfilling the Government’s requirement. However, the Government will consider any responses from responsible sources capable of providing the exact line items in this solicitation if received before the closing period of the solicitation. The provisions and clauses in the RFP are those in effect through FAC 2020-07, dated 7/02/2020, which can be obtained from https://www.acquisition.gov/browse/index/far. See 80KSC020R0043 Combined Synopsis/Solicitation document attached to this Notice. There is no small business set-aside associated with this requirement. The NAICS Code and Size Standard are 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and 1000, respectively. The offeror shall state in their offer their size status for this acquisition. Delivery shall be FOB destination, Kennedy Space Center. This posting, in addition to any attached documents, will be available here on www.beta.sam.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Prospective offerors shall notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Rose A.
