What is the order of importance of and/or weighting of each of these subfactors? Question: Launch Service Milestone 7.2.1 - Schedule and, if any, the benefit to the Government.” How will any proposed changes be evaluated? Will the proposed changes be evaluated separate from a Subfactor or as part of (1) Mission Solution. If it will be considered under Mission Solution, would the Government consider moving this evaluation criteria under 1, Mission Solution? Response: The five areas found in 7.2.1, Volume I, Technical/Management Capability are not to be considered subfactors, but rather comprise the elements of a sound technical approach. They will not be individually rated or scored. They will be evaluated in accordance with RFP section 7.1 (b) and the evaluation of subfactors as listed under 7.2.1. RFP section 7.1 (b) will be updated to further clarify.**** ****07/23/2020 - Responses to questions has been attached as TROPICS DRFP RESPONSES.**** In accordance with NASA FAR Supplement 1815.201, Exchanges with Industry before Receipt of Proposals, the subject DRFP is hereby released for public review and comments/questions. The purpose of the DRFP is to assist the Government in developing the highest quality Request for Proposal (RFP). Prospective offerors are invited to (1) provide comments/questions on all aspects of the DRFP, including the contract clauses, requirement, schedules, proposal instructions, and evaluation approaches; (2) identify unnecessary or inefficient requirements; and (3) identify any areas in the DRFP that are confusing or not clear, which may warrant additional information or clarification in the RFP. Prospective offerors are encouraged to submit written comments/questions via email to the Contracting Specialist, Jason Siewert, jason.r.siewert@nasa.gov and to the Contracting Officer, Scott Syring, scott.g.syring@nasa.gov. Prospective offerors are requested to submit comments/questions as soon as they are identified and as frequently as needed. All comments/questions should be submitted on or before July 6, 2020 by 4 p.m. EDT to permit the Government sufficient time for consideration. The Government may answer comments/questions prior to issuance of the RFP or with it. For your convenience, TROPICS Comment card is attached: Instructions for submitting comments/questions: 1. Submit all comments utilizing the Excel file titled “TROPICS Comment Card.xls” attached. 2. Input each comment by utilizing the provided drop down menus, in the columns titled “DRFP Section,” SOW Section,” and “Attachment,” to correlate comment to appropriate section of the DRFP. For general comments or any comment that does not pertain to a specific section or attachment, select N/A from the drop down menus. 3. Each new comment/question shall be placed on a separate row and have the applicable section identified. 4. To submit the completed comment/question card please rename the file to include the name of your company (example: “Your Company Name” Comment Card.xls). 5. Reference the synopsis number, 80KSC020R0036, in the subject line of the e-mail. Oral communications will not be accepted.
